European Citizens who are registered with their local councils have the same voting rights as people who were born here.
Well that's the theory - it didn't quite work like that on Election Day, however! Giorgio Fanni, President of the European Citizens Association in Ibiza points out that only 1850 of the 9206 European residents could vote in the last election. Why? Because unlike their Spanish counterparts, they have to ask for and complete a special form in the council offices which expressly requests voting rights.
